The NCVCCO West Midlands Regional Forum has for some time been engaged in discussion about how it can both exert greater influence over statutory commissioning processes and arrive at a position where the needs of voluntary sector providers are understood and accepted by commissioners. The Change Up funding provided through the Growing Up in the West Midlands strategic group provides the NCVCCO Regional Forum with the resources that it needs to take forward these aspirations around commissioning and to do so in a way that builds capacity within the children’s voluntary sector about how to maintain a change in approach.
Purpose
As the primary umbrella body for the children’s voluntary sector in the West Midlands, the NCVCCO Regional Forum wishes to open a dialogue with the children’s statutory sector in the region. The purpose of this dialogue is fivefold.
The Regional Forum will commission a consultant to work with the NCVCCO Regional Forum to arrange a workshop event designed to enable senior leaders from both statutory and voluntary agencies to explore each others needs in commissioning and to identify actions that ensure these are met.
The key participants for the event will be:
- Children’s Services Directors of each local authority in the West Midlands
- Lead Members for Children’s Services of each local authority in the West Midlands
- Government Office West Midlands
- A senior representative of each organisation represented by the West Midlands Forum of the NCVCCO
The consultant would be expected to undertake some preparatory work with both the voluntary and statutory groups prior to the event as well as facilitating the event itself.
Growing Up in the West Midlands has allocated £15,775 to the NCVCCO Forum. In addition to this, the Regional Change Advisor at the Government Office West Midlands has offered to cover the costs of a venue, catering and other associated costs.
The West Mids Regional Forum have identified a shortlist of three possible consultants who will be approached to undertake the work.
The table below represents an interim schedule of activities and costs. Once a consultant has been engaged we will be able to submit a more comprehensive version.
